The Zetas are an oddity in the world of Mexican narcotics trade.
(1) They are more a franchise than they are an authentic cartel.
That means that at times they seem to be a smuggling cartel and at others they provide contract protection to cartels on a turn-key basis.
(2) They are loosely organized and franchise owners have a lot of flexibility in what they do and how they do it so long as they pass the wealth along.
(3) The lack of genuine central control over los Zetas drives analysts in the US crazy as they try to draw valid line and box charts of the hierarchy.
