in connection with a shooting that occurred outside a Halloween party.
David Anthony Parga, 23, was charged Wednesday in the shooting death of Westminster resident Leland Washington, 26, on Oct. 29, 2006.The charge includes an allegation of special circumstances, which means the potential for penalties that include life in prison without the possibility of parole and the death penalty. Prosecutors alleged that the incident was a hate crime and committed for a criminal street gang purpose.
Parga had already been in custody for a parole violation when he was charged, La Habra police spokesperson Cindy Knapp said.
A criminal complaint filed by the District Attorney's Office alleges Parga, who has ties to the Westside La Habra street gang, killed Washington because of his race and in connection with Parga's gang activities. Washington was black.
Parga is accused of approaching Washington and shooting him multiple times while Washington was waiting outside a Halloween party at Hazel Street and First Avenue to pick up friends.
Witnesses at the scene said that the attack was unprovoked, according to La Habra police.
Washington's friends took him to the La Habra Police Department for medical aid.
He was treated by paramedics and then taken to UCI Medical Center in Orange where he was pronounced dead.
Washington worked for Palace Entertainment, owner of Boomers in Fountain Valley and Irvine.
Washington was a student at Cal State Fullerton and spent Thanksgivings feeding the homeless at a park in Long Beach.
