It is understood a warrant has also been issued for the arrest of 30-year-old William Paterson - believed to be living in Marbella, Spain.
It comes just two months after Carroll, 29 - a henchman of the notorious Daniel crime clan - was laid to rest in a lavish underworld funeral.
He was shot dead as he sat in the back of a black Audi in an Asda supermarket car park in January.
Detectives have quizzed a string of people over his slaying. This is the second arrest.
In March, Craig Gallagher, 30, was charged but released before a scheduled appearance at Glasgow Sheriff Court. A Crown Office spokesman had said: 'Crown Counsel instructed this man should be liberated pending further investigation.'
Some of Glasgow's most notorious underworld figures had gathered for Gerbil's send-off at the city's Lambhill Crematorium in May.
They included Norman 'Snudge' Daniel, David 'Muncher' Daniel, Robert Daniel Jnr as well as Ronnie Daniel Snr - rumoured to be the head of a £16million criminal empire.
Monaghan is expected to appear at Glasgow Sheriff Court on Monday.
A Crown Office spokesman said: 'The procurator fiscal has received a report concerning two males aged 28 and 30. A 28-year-old is in custody and is expected to appear on Monday.'"
