Violent street gang member named Public Enemy No. 1 | Deseret News: "Unified Police Department has named Juan Carlos Montoya this week's Public Enemy No. 1.
Montoya is a member of a violent street gang and is wanted on a $25,000 warrant for possession of a controlled substance with intent to distribute and on a $5,000 warrant for failure to stop at the command of a police officer.
Montoya is a male Hispanic, 5 feet 10 inches tall and weighs 200 pounds. His nickname is 'Raskal' and he has 'ESR' tattooed on his abdomen, 'QVO' tattooed on his chest, 'BP' on the back of his head and 'Raskal' tattooed on his back.
His previous criminal history includes arrests for domestic battery, assault of a pregnant person, felony possession of a dangerous weapon and several arrests for possession of dangerous drugs."
